PCF: Polkadot Community Foundation
The Polkadot Community Foundation (PCF) carries out what DOT holders decide on-chain through OpenGov. As the PCF 2.0 mandate was approved in June 2026, the PCF also operates in the ecosystem more proactively, brings Polkadot’s products to people and takes in units that bring their own funding.
What the PCF does
On OpenGov’s instruction it signs contracts, pays in fiat currency, enforces intellectual property and engages service providers. It has no shareholders, members, trustees or beneficiaries.
Units
Teams with their own funding can propose a unit. If a proposal fits the PCF’s Bylaws and objectives, its directors approve it and the unit starts straight away as a pilot operator. The Human Web Initiative is one.
Products
The PCF publishes open-source software that contributes to the success of Polkadot. At Web3 Summit 2026, for example, it published and deployed proof-of-concept versions of the Polkadot App, the developer tool Playground.dot and payments.
